What Gets Stolen From Construction Sites? The Most Common Targets and Why
Construction sites are full of valuable equipment, tools and materials. They’re also constantly changing, often spread across large areas, and may have limited security after crews leave for the day.
That combination makes construction sites an attractive target for theft.
The National Equipment Register (NER), now part of Verisk, estimates that $300 million to $1 billion in heavy equipment is stolen every year. NER notes that the estimate does not include stolen tools, building materials or the additional costs associated with business interruption, project delays and wasted labor.
And the problem isn’t limited to large construction equipment. Research analyzing more than 15,000 construction-site theft incidents reported through the FBI’s National Incident-Based Reporting System (NIBRS) found an average loss of approximately $6,000 per theft incident. Overall recovery across the items studied was less than 7%.
So, what are thieves looking for?
The Most Common Things Stolen From Construction Sites
1. Heavy Equipment
Excavators, loaders, skid steers, backhoes, tractors, generators and other machinery can be extremely valuable targets.
Historical NER data identified skid steers, backhoes and loaders among the most frequently stolen types of construction equipment. The attraction is relatively straightforward: high-value equipment can represent a significant financial payoff from a single theft.
NER has estimated the average value of a stolen piece of equipment at more than $46,000 in its historical analysis.
2. Trucks, Trailers and Vehicles
Vehicles and trailers can also be attractive targets because they can contain tools, equipment and materials; or be stolen themselves.
The NIBRS-based construction theft study found that trucks represented the highest average loss of any theft target, at approximately $42,000 per incident. Interestingly, trucks also had the highest recovery rate in the study, at 55%.
That doesn’t mean recovery is likely for construction theft overall. The study found that recovery across all categories was less than 7%.
3. Power Tools and Small Equipment
Drills, saws, nail guns, compressors and other portable tools can be much easier to remove from a jobsite than a piece of heavy machinery.
And unlike a large excavator, a thief may be able to remove multiple tools in a single trip. NER’s equipment-theft estimates specifically exclude tools and building materials, meaning the commonly cited $300 million to $1 billion equipment figure doesn’t capture the full scope of construction-site theft.
4. Copper, Wiring and Other Materials
Copper and other valuable materials can also be attractive targets because of their resale value.
Construction sites can be particularly vulnerable because materials may be delivered and stored well before they’re installed or protected inside a completed building. This is one reason construction security needs to change as the project changes. The assets sitting on a site during framing may be very different from the assets sitting there during the finishing stages.
5. Building Materials and Fixtures
Lumber, plumbing materials, electrical components, doors, windows, appliances and fixtures can all become targets.
The important point is that construction-site theft isn’t limited to equipment with an engine or wheels. In fact, NER’s widely cited equipment-theft estimates don’t include building materials at all.
Why Are Construction Sites Such Attractive Targets?
There isn’t one reason behind construction theft. But the available research points to several factors that can make construction sites particularly vulnerable.
Valuable Assets
The first factor is obvious: there is a lot of value on a construction site.
NER identifies the value of heavy equipment as one of the factors contributing to equipment theft, along with the ability to sell stolen equipment in the used-equipment market.
Limited Security
Construction sites aren’t designed like finished commercial buildings or homes.
Fences move. Access points change. Equipment gets relocated. Temporary structures appear and disappear. And security measures that worked during one phase of construction may not work during another. NER specifically identifies poor equipment and site security as a factor contributing to equipment theft.
Opportunity
Construction sites can provide thieves with a combination of valuable assets and periods when fewer people are present.
Historical NER research also notes that theft can go unnoticed for extended periods when equipment is moved between jobsites and fields. The longer an intruder can operate without being detected, the greater the opportunity to remove equipment or materials.
Resale Value
Stolen equipment and materials can have value beyond the original owner. NER identifies the ability to sell stolen equipment in the used-equipment market as one factor contributing to theft.
Low Risk of Detection
This may be the most important factor from a security perspective.
NER’s analysis identifies low risk of detection and arrest as one of the factors contributing to equipment theft. That’s where construction-site security has an opportunity to change the equation.
The Real Cost Isn’t Always What’s Stolen
A stolen piece of equipment is only part of the problem. Imagine a crew arriving Monday morning to discover that a critical piece of equipment is gone.

- Delay work
- Reschedule workers
- Purchase replacement materials
- Deal with project delays
- Spend additional time managing the incident
NER specifically notes that its theft estimates do not include business-interruption costs such as rentals, project-delay penalties, wasted workforce time or management time.
That means the price tag attached to the stolen item may be only the beginning.
